General Description of the Position:


Responsible for all regulatory functions related to new markets and acquisitions


Duties & Responsibilities:


  • Provide regulatory support for competitive operations, including, but not limited to interconnection rules and logistics, obtaining numbering resources, number portability, negotiating interconnection agreements, coordinating with 911 bureaus/PSAPs and obtaining and managing franchise agreements
  • Work closely with network engineering and provide guidance on points of interconnection, the establishment of location routing numbers (LRNs)
  • Answer questions from Hargray personnel on issues related to tariffed and regulatory matters, including interstate/intrastate originating and terminating access.  Subjects that arise frequently include the application of government surcharges, number porting, rate centers, E911.
  • Draft and file tariffs to meet Hargray business needs with respect to intrastate products.  This requires knowledge of what is possible from a regulatory perspective
  • Own additional ad hoc regulatory and compliance data reporting and analysis projects
  • Interface with state and local regulatory and governmental bodies as necessary
  • Assures timely reporting of required data and ensures compliance with state and federal regulations
  • Provide information to affected departments for implementation of 911 fees, all required regulatory fees, and franchise fees
  • Structure, draft and negotiate contracts
  • Develop, document and maintain a Regulatory “New Market Playbook” which fully describes all process required to launch a new market from a Regulatory perspective along with all dependencies and timing.  

Job Requirements


Minimum Qualifications:


  • At least five (5) to seven (7) years of telecommunications regulatory experience, or comparable experience in a regulated industry or related field 
  • Ability to read, interpret and explain state and federal regulations
  • Possess a positive attitude and eagerness to learn
  • Strong computer skills, particularly in Excel, with strong data mining and manipulation skills.
  • Strong organizational, problem-solving and time management skills
