The Carrier Access Billing (CABS) Administrator is responsible for telecommunications access and interconnection revenue management, disputes and collections, and CABS billing and payment support. Primary areas of concentration include carrier collections, and disputes analysis and management. In addition to collections, this position is responsible for revenue assurance, payment support and account management with a high level of interface with carrier customers and internal legal, regulatory, and financial representatives. The scope of this position also extends to other emerging technology billing services.

Duties and Responsibilities:

  • Assist with Carrier Access Billing (CABS) dispute process including:
    • Research and compile information needed to resolve customer usage and facility disputes;
    • Analysis of AMA and Call Detail Records (CDR);
    • Identify and implement improvements in the dispute process;
    • Interface with regulatory for Interconnect /MSA/Tariff interpretation and verification;
    • Administer claims within CABS and the claims management database;
    • Prepare monthly reports for finance for disputes that may require reserves;
    • Perform root cause analysis on issues causing disputes and document findings;
    • Understand the effects of Interconnection Agreements/Master Service Agreements/Access Tariffs on billing.
  • Coordinate work efforts with other internal departments.
  • Management of Carrier Access Billing (CABS) collections process including:
    • Working with aging report to identify collection opportunities;
    • Managing escalation process for collection issues;
    • Identifying and implementing improvements in collection processes.
  • Additional duties may be assigned as needed to support the Regulatory department.

Job Requirements

Minimum Qualifications:

  • BS/BA degree in Finance or related discipline preferred.
  • 2+ years of professional experience with carrier collections related to switched and special access billing.
  • Knowledge of switched and special access services and related operations support and billing.
  • Advanced skills in Microsoft Excel (including pivot tables, v-lookup, and concatenation).
  • Proficient in Microsoft Office Suite.
  • Excellent written and oral communications skills.
  • Strong focus on customer service.
  • Experience with the Carrier Access Billing System (CABS) preferred.
